Outcome of the Primary Care Infrastructure Fund for 2015/16

The outcome of the Primary Care Infrastructure Fund has been announced by NHS England.  All practices, whether successful or unsuccessful in their applications for funding, should have been contacted their regional NHS England representative. The GPC has produced a guidance note regarding the different categories and what they mean - this can be accessed on the BMA website here.

To every extent possible, GPC Practice Finance team has worked with NHS England to ensure that the 2015/16 round of funding was equitably distributed. NHS England has released a regional breakdown of bids with in principle support.
 
The GPC Practice Finance team will continue to work with NHS England to ensure that the 2016/17 round of funding is dispersed sensibly and equitably. Amongst other things, they will be working to ensure that the application process for the next tranche of this Fund runs more smoothly than this year.

NHS England has suggested that ‘large scale, strategic’ projects will be prioritised in the 2016/17 round of funding, although this may change.

GPC-BMA Law Guidance Note on NHS Property Services Lease

The Practice Finance team have collaborated with BMA Law to put together a short guidance note about the NHS Property Services lease that is currently in circulation.

The guidance provides an outline of the headline issues and key provisions arising from the lease. These include:

•    Break clauses
•    Rent reviews
•    Relocation
•    Repairing obligations
•    Sharing occupation
•    Alterations
•    Security of tenure  

The GPC/BMA Law note covers the full lease and builds on the legal view obtained by Wessex LMCs, who obtained a legal view on the Heads of Terms that accompanies this lease.

The GPC is still seeking clarification with NHSPS on the exact nature of this document and the scope of its intended use.

The LMC’s advice to all practices in NHSPS properties is that they should under no circumstances sign any current standard lease or other document from NHSPS without receiving full legal advice in order to understand the consequences of signing the lease.   If they are asked to sign or agree a lease we would ask that they inform the LMC Secretariat and seek independent legal advice on the document.
